4. TOP TWENTY NEAR TERM ACHIEVABLE
UN TRANSFORMATIONS

ALTERNATIVES TO WAR

Implement a Mediation and Conciliation Service. Found a non-violent Civilian Peace Force.

Establish a rapidly deployable peacekeeping force based upon designated national units, while transitioning to an all volunteer standing force.

Develop a program under UNESCO with funding from arms export taxes to support the teaching in every school of a global curriculum on Peace Education, UN Studies, and World Citizenship.

Take all nuclear weapons off hair trigger alert.

Make war illegal by passing at the International Criminal Court the "Crime of Aggression Against the Peace Statute," already nearly approved. The Hague could enforce such a law through ratifying nation states imposing lifetime travel restrictions on accused leaders, as they now limit the freedom of movement of Chile's Augusto Pinochet, Serbia's Slobodan Milosevic, and Liberia's Charles Taylor.

SOCIAL AND ECONOMIC JUSTICE WITH SUSTAINABLE DEVELOPMENT

Regularize an International Disaster Relief Service, financed by a small percentage of insurance protection premiums.

Create an International Sustainable Energy Fund.

Constitute a World Environmental Organization.

Forgive all developing countries' debt, according to agreed upon terms for their redistribution of the saved payments into manifesting the Millennium Development Goals.

Place a "Tobin Tax" up to .05% on all international currency exchange transactions.

To reach the Millennium Development Goals, through a designated proportion of written off national debt payments, transnational currency exchange fees, and other sources, fund the expanded work and enhance the infrastructure of UN service agencies.

HUMAN RIGHTS AND RESPONSIBILITIES

Institute the universal jurisdiction of the International Criminal Court over all crimes against humanity.

Hold by 2010 a Charter Review Conference under Article 109 of the UN Charter to implement desirable reforms not yet enacted, such as a tier of international courts backing national legal systems in enforcing human rights and environmental protections.

INTERNATIONAL LAW

Require transnational corporations who wish to participate in the UN Global Compact to operate according to its stated principles, monitored by enforceable mechanisms.

Reorient the national structural adjustment practices and macroeconomic policies of the International Monetary Fund, the World Bank, and the World Trade Organization, so their consequences correspond to UN social and environmental Declarations and Conventions.

Reconstitute the Security Council by forming eighteen voting units representing all regions of the world to produce universally respected decisions based upon a qualified majority, with restricted use of the veto power.

Require all UN member states to accept the unconditional jurisdiction and judgments of the International Court of Justice.

DEMOCRATIZING THE UNITED NATIONS

Establish a Parliamentary Assembly of sitting national legislators meeting annually at the UN.

Convene regularly at the UN an ongoing Global Civil Society Forum of delegates from non-governmental organizations associated with the United Nations. Institutionalize civil society participation in UN decision making processes.

Develop an elected Peoples Assembly, with the support of a number of UN Member States, that would either be associated with the UN (as are NGOs, Major Groups, and their caucuses today) OR authorized as a consultative body to the General Assembly under Article 22 of the UN Charter.
